Springfield Land Use Plan Amendments
A Staff Report has been published and Public Hearings scheduled for two Site-Specific Plan Amendments (SSPAs) to the Comprehensive Plan in Springfield, VA. These amendments are being processed in advance of a broader visioning and land use planning study for the Springfield TSA/CBC (See SSPA 2023-IV-1S). Note that these are not in the Rose Hill Planning District, but immediately adjacent.

The plan amendments, 2023-IV-6S (Springfield Boulevard) and 2023-IV-7S (Amherst Avenue), include these proposed land use changes:
|
- An option for mixed-use development to include up to 732 multi-family residential units
- 9,000 SF of ground floor non-residential use subject to guidelines to address consolidation, site design and building design, accommodation of transportation improvements, street scape and parks, and open space
- An option for Tax Map Parcel 80-4 ((1)) to be planned as publicly-accessible open space or as a public park
Prior to the Public Hearings, the Franconia District Land Use Committee will be meeting (virtually) on Monday, October 21, 2024, at 7 pm, to make recommendations on the SSPAs. The Committee can recommend that the Planning Commission and the Board adopt the language drafted by staff, adopt different language drafted by the Committee, or recommend to not change the Plan language currently in effect. The Planning Commission makes recommendations to the Board of Supervisors (BOS). The BOS makes the final land-use decisions.

2025 County-wide SSPA Process
|
|
The 2025 round of Fairfax County’s Site-Specific Plan Amendment (SSPA) process will begin in mid-January 2025. An updated SSPA Nominator Guide (for developers) will be available in late October 2024.

|
Residents are invited to join upcoming virtual community meetings to learn more about the SSPA process, timeline, and minor revisions to the submission items and justification criteria. County staff will share how to participate in the process and submission requirements. Staff will also be available to answer questions about the process. Other Facts
- Renters make up 16 percent of the population in the Rose Hill Planning District.
- The rental vacancy rate is 6.6 percent. (Higher than average which means rents tend to be lower.)
- There are 32 rent-subsidized apartments. (No direct rental assistance but considered affordable to low-income households.)
- Rose Hill has no income-based apartments. (Tenants typically pay no more than 30% of their income for rent and utilities.)
- Low-income renters with a Section 8 Housing Choice Voucher must select a home that is at or below the area’s Fair Market Rent (FMR). The maximum amount a voucher pays for a two-bedroom apartment is between $1,841 and $2,250. On average, vouchers pay landlords $700 in rent per month and the average voucher holder (renter) contributes $300 in rent.

- Vacant Springfield Commercial Properties Eyed for Redevelopment
|
Developers are looking converting acres of commercial properties between Old Keene Mill Road and Springfield Blvd into multi-family residences. Fairfax County would need to amend its Comprehensive Plan to permit 732 residential units and retail on several properties at the intersections of Backlick Rd, Amherst Ave, and Springfield Blvd. County approval of the Comprehensive Plan amendment would be the first step; the developers would then have to apply to rezone the property and secure a site plan approval.

- Fairfax County Aims to Consolidate Springfield Redevelopment Projects, Spur More Residential
Vienna-based Schupp Cos. is working with County Staff on Comprehensive Plan amendment to make way for 610 units across three new residential buildings immediately southwest of the interchange at I-95 and Franconia Road, where a new hotel was once envisioned. D.C.-based Douglas Development Corp. owns a couple of adjacent parcels, for which it it hasn't disclosed any definite plans. The Site-Specific Plan Amendment Process
|
Through the Site-Specific Plan Amendment Process (SSPA) landowners submit proposals (“Nominations”) to amend the land-use guidelines in the Comprehensive Plan. The Comprehensive Plan is the guiding document used by the Planning Commission to make recommendations to the Board of Supervisors (BOS). The BOS makes the final land-use decisions. Amendments to the Comprehensive Plan
Amendments (changes) are initiated by the Board of Supervisors by motion at a BOS public meeting. Before an amendment is adopted, Public Hearings must be held before the Planning Commission (PC) and the Board of Supervisors (BOS). Approximately two weeks prior to the PC Public Hearing, a Staff Report will be published on the details of the amendment. Based on recommendations of the PC, an updated Staff Report may be published prior to the BOS Public Hearing.
