Community Meetings on the Franconia Governmental Center

Three community meetings will be held in Franconia District on the future of the Franconia Governmental Center: March, April and early May. Dates and locations will be forthcoming.

2024 Countywide Strategic Plan Annual Report Released

Outcome Area: Housing and Neighborhood Livability
The vision for this outcome is that all people in Fairfax County live in communities that foster safe, enjoyable, and affordable living experiences. Highlights include: (1) Opened the Residences at North Hill community with 279 affordable homes, (2) Opened the Ovation at Arrowbrook in Herndon, featuring 274 affordable apartment homes.

Out-of-state developer, Starwood Capital Group, has resubmitted a site plan to build a 461,444 sq. ft., 70 ft. tall industrial data center in the heart of Bren Mar, a residential community east and west of North Van Dorn St. at Plaza 500 (6295 Edsall Road) on the Fairfax County/Alexandria border.

The data center will be less than 260 ft. from residential property, and its electrical substation will be less than 100 ft. away. The location is 3.2 miles from the Bush Hill neighborhood. It also would be the fifth largest data center in Fairfax County and the closest of its size to residential homes.

There will be no public hearings or public input without emergency action by the Board of Supervisors because this is considered a "by-right" permitted development.

County staff have recommended to the Board of Supervisors to revise permissions that will require a "Special Exception" approval for all data centers, regardless of size.

If the Board of Supervisors does not take immediate action to end this by-right data center development, the community will have no further recourse.

Our Bren Mar neighbors ask that local residents send an email and make a phone call to all members of the Board of Supervisors including Chairman McKay and Mason District Supervisor Andres Jimenez.

Board of Supervisor's Hearing

Note: This Plan amendment is being considered concurrently with Rezoning/Final Development Plan application (RZ/FDP) 2018-LE-009. (aka "fast tracked")


On October 20, 2015, the Board authorized the consideration of Comprehensive Plan Amendment PA 2015-IV-RH1 for approximately 17.4 acres located northwest of the intersection of South Van Dorn Street and Kingstowne Village Parkway, in the Franconia Supervisor District (Tax Map parcels 91-2 ((1)) 35A and 35B). The Plan for this area recommended residential use at 3-4 dwelling units per acre. The amendment adopted by the Board added an option for residential use up to a density of 10 dwelling units per acre (up to 174 units) inclusive of affordable housing bonuses.

The adopted text for this amendment (adopted text No. 2017-58) can be found here.
This amendment revises the Area IV: Rose Hill Planning District section of the Comprehensive Plan.

4-Cent Increase To Real Estate Tax Rate In FY 2025 Budget Proposal
"Fairfax County Executive Bryan Hill submitted to the Board of Supervisors Tuesday the Fiscal Year 2025 Budget proposal, which called for a 4-cent increase to the real estate rate. This would raise the average household tax bill by $524 next year if the new rate was adopted."

Hybrid Emergency and Urgent Care Center Could Replace West Falls Church Strip Mall (2/22/24)
A 61-year-old retail strip in West Falls Church has been targeted by the not-for-profit health system VHC Health for a future emergency department and urgent care center, according to a special exception application recently submitted to Fairfax County.

Coalition Founder Sharada Gilkey published The Rose Paper in April 2023 to provide background information on local, state, and national issues that affect land use in Franconia, Virginia. Although researched and written with regard to the redevelopment of Rose Hill Plaza, much of the paper is relevant to other local land use issues.

The section on Housing Trends states, "Monetary policies have created a `rentier' economy. Creating more rental housing does not address the cost of housing or the lack of affordable housing."

"Despite the longevity and severity of the problem of rising house prices, governments have ‘kicked the can’ of dealing with the problem down the road. With inflation targeting as the core remit of central banks, monetary policies have paid insufficient attention to how rising investment and real prices for the existing housing stock lay the foundations for a rentier economy rather than an entrepreneurial/innovation economy."
