Springfield SSPAs Approved
The Board of Supervisors (BOS) approved the two Comprehensive Plan site-specific plan amendments (SSPAs) for Springfield Blvd (2023-IV-6S) and Amherst Ave (2023-IV-7S). Prior to the approval, the BOS held a Public Hearing on November 19. The Fairfax County Planning Commission (PC) held a Public Hearing re the SSPAs on October 23*, and after deferral, recommended approval to the BOS.)

The next steps for the properties will be to submit rezoning applications. No zoning application has been submitted to date. To follow future applications for rezoning, click on the links below within the PLUS system.

The approved land-use changes include:

- An option for mixed-use development to include up to 732 multi-family residential units
- 9,000 SF of ground floor non-residential use subject to guidelines to address consolidation, site design and building design, accommodation of transportation improvements, street scape, parks, and open space
- An option for Tax Map Parcel 80-4 ((1)) to be planned as a publicly-accessible open space or as a public park
The Franconia Land Use Committee was also tasked with reviewing the proposed amendments. At their October 21, meeting, the committee approved the staff report on the SSPAs along with the following resolution:

Resolution: The Franconia District Land Use Committee approves the staff report on SSPA proposals 2023-IV-6S and 2023-IV-7S on the condition that such projects may only proceed with concurrent construction of appropriate infrastructure improvements in that vicinity, such as the widening of streets, addition of street lanes, construction of a Backlick Road bridge or other bridges or infrastructure, necessary to maintain or reduce the vehicular traffic volume within a one-quarter mile radius of the proposed projects at or below the level existing on the date of this resolution, and on the further condition that the density of the consolidated projects be reduced by twenty percent.

This resolution was not adopted by the BOS.

Kingstowne Towne Center
|
The owner of Kingstowne Towne Center, Federal Realty Investment Trust, submitted a rezoning application to Fairfax County on September 9, 2024, to drop retail from future housing. The rezoning application has been "approved for review" by the County (10/28/24) and will now proceed through the land use site-specific application (SSPA) review process. Plan Forward Overview and Goals
If you want to understand and have a say in the future of the County, we recommend attending the topic-specific virtual meetings and future general (in person) community meetings*. Fairfax County's Plan Forward policy update will provide land-use guidance for future development. Considerations include density, transportation, environment, and site-design to ensure that new developments fit into the context of the affected communities and overarching County priorities, especially with regard to increasing multi-family housing and reducing the cost of housing.

*The Plan Forward in-person general community meetings originally scheduled for November and December will be rescheduled for early 2025. "This decision was made to allow staff time to incorporate feedback received from the community outreach to date, as well as complete research and publish white papers on specific topics that will be used to guide the development of these future community meetings."

Note: The Coalition has asked Supervisor Lusk to request that an in-person community meeting on Plan Forward be held in Franconia. We will let you know if that happens. You may email Supervisor Lusk at Franconia@fairfaxcounty.gov

Land Use Trend Reports
As part of the ongoing staff work and analysis for Plan Forward, three land use reports are now available. The reports identify trends in industrial, office, and retail and will be used to make recommendations for the County's Policy Plan:

These reports will be discussed with the Planning Commission during their December 5 meeting, which will be streamed live on Channel 16 and available afterwards.
