New Franconia Triangle Projects Would Add Approx. 500 Residents/100 Students
Fairfax County is hosting a Community Meeting TOMORROW Tuesday, December 10, from 7-9 pm, on proposed changes in land use within what they call the "Franconia Triangle". The area is bounded by Franconia Rd, Beulah St, and Grovedale Dr (see map below). This presentation are additional details being provided since the community meetings earlier this year.

The meeting will be held in person only at the Lewis High School cafeteria, located at 6540 Franconia Road.

The proposed changes could greatly change the density of the area and include:
|
- 120 affordable apartments of 1-3 bedrooms in a 4-story building on the site of the current Franconia Govt Center
- 86 units for residents earning 0 - 60% of the Area Median Income (AMI)
- Up to 24 units could have preference for Magnet Housing (public safety, school employees, etc.) for residents earning 60-80% AMI.
- 153 total proposed parking spots for 120 apartments
- 63 townhomes and 30 multi-family units (repurposing an office building at 6400 Beulah St)
- A private developer proposes mostly market-rate condos and townhomes, although some will be considered affordable.
- 247 total parking spots proposed for the townhomes and condos
- Additional property within the "Franconia Triangle" into residential use (with a density of approx. 16 dwelling units per acre)
- Increase retail use along Franconia Road.
The above projects would generate 503 new residents, including the following number of students:

- 50 additional elementary students attending Franconia Elementary
- 25 additional middle school students attending Twain Middle School
- 26 additional high school students attending Edison High School
At the meeting, Fairfax County Planning Dept. staff will present an overview of the Comprehensive Plan, existing conditions, and the current Comprehensive Plan recommendations for the Franconia Triangle. Staff will also introduce the proposed Comprehensive Plan changes being considered. The developers for two sites (Franconia Governmental Center and 6400 Beulah Street) within the Franconia Triangle will also present their proposals. The second half of the meeting will be open to discussion, questions, and feedback from the community.

NOTE: For those interested in the area's density, please note that this proposal is separate from other additional approved and proposed housing developments nearby, including (for example):

- 732 proposed new apartments near the new Springfield parking garage (Comprehensive Plan Amendment approved; rezoning request to come)
- 178 townhomes at the Top Golf site (rezoning approved; not yet built)
- 640+ residential units at Kingstowne Parcels M & N opposite the movie theatre along Kingstowne Village Parkway (Comprehensive Plan Amendment approved; not yet built).

Local Residents Meet with State Corporation Commission on Fate of Future Data Center Off Franconia Road

December 6, 2024: Thank you to everyone who attended the public hearing last night on the data center substation and transmission line. The room was full!

Our effort has gone national with the Associated Press running a national story featuring our community that was picked up by ABC News and many other outlets!
|
Comments of any length are great, with the main ask being a denial of the application or moving the substation away from residents and sensitive environmental areas and the transmission lines moved away from residents or placed underground.
|
- The community and environmental groups like the Friends of Holmes Run and Sierra Club Virginia did an amazing job at making the case that this substation and transmission line proposal is an affront to the community.
- Our neighbors passionately made strong arguments on the impacts to their homes, families, health, quality of life, and the environment.
- Residents also highlighted the role that a single developer, Starwood Capital Group, is doing to force its will on Dominion, the SCC, and the surrounding residents by this project.
- The Friends of Holmes Run expertly shared the impacts that this project will have on the RPA with which nearly all the project sits and the two streams that it crosses or is adjacent to.
- The Sierra Club, compared this project to others in Virginia and highlighted the egregiousness in terms of proximity to residents and impacts to the environment.
Finally, the cost for hiring an attorney to support these efforts is something that we could use some support on. While the associations of the community have committed funds, these funds will be depleted with a lengthy case.
