Community Meeting with Dominion Energy

Although the County is now considering adopting a Zoning Ordinance Amendment to end by right development of data centers, Dominion Energy is still moving forward with plans for a massive electrical substation at Plaza 500 to power the proposed data center, less than 100 feet from residential homes (1 mile from residents in Franconia District). Your presence and voice is needed to show community opposition and concern about this project.

Key Points for Tuesday's Meeting
  • A massive electrical substation less than 100 feet from homes with 100-150 ft tall transmission lines are inconsistent with the surrounding residential communities and the County’s Comprehensive Plan.
  • The proposed data center is a controversial project that has widespread opposition by the surrounding communities, the Fairfax County Planning Commission, and the City of Alexandria.
  • This project should not move forward while the County is reviewing data center and electrical substation ordinances with changes coming this year.
Updates on Board Action

Our efforts are making an impact prompting the Board of Supervisors to take action to change the county’s data center ordinances. We must continue pushing to ensure that these changes apply to Plaza 500 and to stop the data center from moving forward.

Following community action and extensive media coverage (WUSA9, NBC4, ABC7, Annandale Today, Fairfax County Times, Patch) on March 19, the Board of Supervisors took action to direct county staff to draft amendments to the county zoning ordinance (1:23:30, Video) to put forth enhanced protections for residents, including proposed revisions to end by-right/permitted construction of data centers in certain industrial districts without public input or approval by the Board. The Board has indicated a commitment to act by July to approve these changes. In the coming months, there will be opportunities for community input on these changes. As these opportunities are announced we will share them with each of you along with sample emails and resources.

While we believe that these changes should apply to the Plaza 500 data center site plan under state law, if enacted prior to the site plans approval, we’re still awaiting information from Mason District Supervisor Jimenez’s office and the County on this issue. Your continued support and engagement is needed to keep up the awareness and community concern of this project!

The Bren Mar community has also recently placed a sign on Edsall Road near the entrance of Plaza 500 to raise community awareness.

Franconia Governmental Center

REMINDER! Three (3) community meetings will be held in Franconia District on the future of the current Franconia Governmental Center site on Franconia Road. The Center will be relocated to Kingstowne in 2025 which will leave the the current site available other uses. The plan by Supervisor Lusk is to tear down the current building and replace it with a new 4-story building with 120 affordable housing apartments, including 20% set aside for police, fire fighters, teachers, and health care workers. To do so requires transferring the public property to the Fairfax Housing Authority which would then lease the site to a builder.

Due to community objections that residents were not sufficiently notified about or consulted on the transfer or future use of the public property, Supervisor Lusk requested a deferral of the Board review/vote on the conveyance of the property to the Housing Authority.

Three community meetings will be held at John Lewis Marshall High School on the future of the Governmental Center:
  • Saturday, April 13, from 12 pm - 2 pm (Community Input)
  • Monday, April 22, from 6 pm - 8 pm (Community Input)
  • Monday, May 6, from 6 pm - 8 pm (Report to Community)
