The Rose Hill Coalition LLC provides current information on land use issues in the Rose Hill Planning District which lies within Franconia District in Fairfax County, Virginia. The Coalition supports education and full transparency on land use issues directly affecting local residents.

Franconia Governmental Center

On May 21, 2024, the Board of Supervisors officially conveyed the Franconia Governmental Center to the Fairfax County Redevelopment and Housing Authority for potential redevelopment as affordable housing. WHAT'S NEXT

The Rose Hill Coalition LLC will continue to monitor the redevelopment of the Franconia Governmental Center site as it moves through the County's planning and rezoning stages.

According to the County, there will be multiple opportunities for public input at the various stages of planning and development. See image below.
Site Assessment Process for Franconia Governmental Center
The next stage is the Comprehensive Plan Amendment Review Process
(aka Site-Specific Plan Amendment [SSPA] Process). This is Fairfax County’s process for reviewing proposed land use changes (proposals are called “nominations”) to the County’s Comprehensive Plan (changes are called "amendments") for individual sites (not County-wide). These nominations and amendments are exceptions that are made to the Comprehensive Plan.

The timeline for this stage varies and can range from very quick (months) to very lengthy (years). They can also run concurrently with the zoning review process, which makes outside monitoring even more challenging and creates further confusion. We will learn more about what's ahead and keep you up-to-date.

Prior to public meetings, it is expected that the County staff will hold "community engagement" or "outreach" events which are not regulated to a timeline. These are typically held in the affected District at a local school or virtually.

For Public Hearings, the legal notification period is two weeks and it must be published in a local newspaper. Fairfax County posts all Public Hearings in The Washington Times legal notices section. (To our knowledge, the County does not publish legal notices anywhere on its website, however, you can more easily search for legal notices via https://www.publicnoticevirginia.com/

  • Fairfax County Leaders Push for Affordable Housing in Franconia Despite Public Backlash (WJLA News)
    "The Fairfax County Board of Supervisors voted 8-1-1 to approve the validation and conveyance of property at the Franconia Government Center to the Fairfax County Redevelopment and Housing Authority...Lusk’s plan was backed by Chair Jeff McKay, Supervisor Dalia Palchik, and six other board members....McKay said the Fairfax County Board of Supervisors has a commitment to build affordable housing “everywhere” in Fairfax County....Supervisor Walter Alcorn abstained, and Supervisor Pat Herrity voted nay. `I know the community feels unengaged,' said Herrity. `I don’t think since Z mod I've seen this much opposition to a project in Fairfax County.'”
  • Public Hearings Announced for Data Centers Zoning Ordinance Amendment
    Two Public Hearings have been scheduled on a proposed Zoning Ordinance amendment to strengthen the standards for data centers. A Planning Commission Public Hearing will be held Wednesday, June 5, 2024, at 7:00 pm. The Board of Supervisors Public Hearing will be held Tuesday, July 16, 2024, at 4:00 pm.

  • Buyer of GSA Site Will Attend May 28 RHCA Meeting (Rose Hill Rambler)
    The new owner of the property at 6801 Telegraph Road (the former government office building across from Greendale Golf Course), will present at the May 28, 2024, meeting of the Rose Hill Civic Association. "The program will be devoted to an exchange of ideas as to what will fit best with Rose Hill and other neighboring communities."
  • County Profiles Communities, Shopping Centers to Drive Economic Development (FFX Now)
    In case you missed it, at an economic initiatives committee meeting in December 2023, the Fairfax County Board of Supervisors discussed a "place-led economic development pilot program" that will provide snapshots of communities throughout the County. More specifically, County staff are looking at 86 shopping centers, including the Rose Hill Shopping Center, to create commercial (marketing) profiles of neighborhoods to guide future economic development. Staff will finalize the template for the profiles and criteria to determine exactly which areas are studied before issuing a request for proposals.
