Kingstowne Towne Center
The owner of Kingstowne Towne Center, Federal Realty Investment Trust, submitted a rezoning application to Fairfax County on September 9, 2024, to drop retail from future housing. The rezoning application has been “approved for review” by the County (10/28/24) and will now proceed through the land use site-specific application (SSPA) review process.

According to an earlier 2000 plan, two office buildings were to be built on the parking lot along Kingstowne Village Parkway. Then-owner Halle Companies got approval to rezone the site for mixed-use residential and retail. However, to date the site has remained vacant except for the parking lot, a grassy berm, and unsightly construction debris.
In 2020, the Fairfax County Board of Supervisors approved the site for two 9-story buildings with retail and a total of 646 multi-family units. Top Golf Site (2015-2024)
The Planning Commission voted unanimously to recommend approval of the change in zoning after the Fairfax County Board of Supervisors approved a comprehensive plan amendment (aka SSPA) to increase the housing density 10 units per acre. The Board of Supervisor’s Public Hearing on the change in zoning was March 5, 2024. The Board voted to approve the zoning change on April 5, and the redevelopment process is now quickly moving forward.
